It is possible to arrange "Configurable options groups" display order on order form?

yes... you need to edit the "Sort Order" value.

 

setup -> products/services -> configurable groups.

 

let the group you want to see first have "Sort Order" value = 0 (it will anyway - they will all be zero until you change them).

then the next group, you give a value of 1 too... etc..

 

lower numbers (starting at zero) are shown first and then displayed in ascending sort order.

 

if you need to modify the order within a group, then use the "Order" number, second from the right in the popup.
