WHMCS keeps running slow

We have ALWAYS had issues with our WHMCS install that pages will randomly take ages to load, any pages, client interface, admin, etc.

We can sometimes be waiting for up to a minute for a page to load, yet reload it again and it will work fine.

This is a dedicated windows 2008 VPS, it is not under any kind of load, has plenty of RAM and CPU etc.

We have a couple of other PHP sites on the same server (wordpress and Joomla and also Kayako FUSION) which all connect to and use the same MySQL server (also dedicated, low load) as well, and these all run fine and do not suffer from this issue, so it is not a generic PHP or server issue.

The only site having this problem is WHMCS.

Since we started using WHMCS, we have in fact migrated it to a completely different server, different data centre and different country even, and had the exact same problem on both systems.

Anyone got any ideas ?

I very much doubt that would be the magic solution, PHP runs just fine on windows, many tens of thousands of php sites run on windows all day every day without issue, and we are a windows host, so we don't run linux servers anyway.

Not to mention that solution would cause us even more issues with all the integration we have with WHMCS which requires all sites to be on the same server.
