Is it possible to link a package in WHMCS together so if one is terminated both are?

and tie it to

a free shared account that comes with the VPS

 

and if they terminate the VPS account unpaid or cancellation it will cancel the free shared cpanel account as well?

As long as the Next Due Dates and Payment Gateways of both products are identical then they'll be invoiced together, the client will need to pay the full invoice amount before either are renewed.
