Customer being redirected without option to choose Paypal Checkout or Subscribe

I have turned off the following options in the payment gateway setup for the Paypal module.

 

Force One Time Payments

Force Subscriptions

Modify Subscriptions

 

When a customer signs up for a recurring subscription by clicking on the 'Complete order' button, they are shown a page with the two buttons (subscribe and checkout) but unless checkout is clicked within a few seconds they are automatically redirected to Paypal where they are asked to setup a subscription. I would like the customer to be able to choose which option they would like and therefor not automatically redirect them to the payment gateway, how can I do this?

Setup > General Settings > Ordering tab. Select the "Automatically take the user to the invoice" option.
