I've managed to get some interest from a few members within our team, and we are going to be begin developing a module like the OP originally stated. We aren't sure yet of all the features, or when we will have it completed, it will depend on the progress over the coming months. If you have any suggestions, please do PM me. We were just waiting for the new version of WHMCS to be released, because we are going to take advantage of the new addon system with automatic hook activation, permissions, etc...
