The more detailed answer is it depends if you have continuous invoice generation enabled in Setup > General Settings > Invoices tab. If it's enabled they will continue to receive invoices. This depends on your business model to be honest. Suspending an account,, but still billing is a must for products or services with contractual agreements, such as min 12months service etc Obviously not really neccesary if you have a rolling month contract model.
