cPanel Module stopped on me? Suggestions?

It seems that the cPanel module in my WHMCS just stopped working. This was working just fine for months on-end. I hope someone here can steer me in the right direction and provide some suggestions.

 

When I try to run the "Create" command to create someone's account it throws me this error:

Server Command Error

(Curl Error) couldn't connect to host - code: 7

 

It also throws this error for other module commands as well.

 

Server:

Windows 2003 Standard Edition Server.

This is weird since I haven't changed a THING except 1 php.ini setting on the server hosting WHMCS. I'm also able to connect to WHM when i'm using a web browser on the server hosting WHMCS. I can connect to that linux server just fine and get into WHM....not sure why WHMCS can't?

How can you run cpanel on Windows Server?
