Do you get fraud orders with phone verification?

Sorry for reopening an old thread, but we started using Maxmind phone verification not long ago, and recently we've had quite a large number of fraudulent orders that Maxmind gave a 10 risk and blocked, yet they WERE verified by phone with correct phone codes.

So I'm interested to know why, if MaxMind is saying the order is a 10, that a phone verification still needs to take place, and why if the verification took place and the code was verified, that the order was blocked (and I got charged a phone verification fee). Just a little confused here :-s

maxmind uses telesign, so why not just use maxmind so you get both services?

I used maxmind, but they have a habit of taking more funds from your account with them that they should.

example: a client ordered and maxmind set the verification call to the client, this should cost 35c, which my paperwork and my account state stated, but their system took $1.05 from my account and maxmind could not figure out what they system would do this. this happened several times and each time i was refunded by maxmind, but it became annoying so i cancelled telephone verifications.
