Adding County and City Tax Tables

Hello,

We have some tax requirements to apply tax to local county and city and currently WHMCS only supports Country and State.  It appears that requests to develop this have been declined(https://requests.whmcs.com/idea/allow-for-us-based-taxes-based-on-counties).   I have read some articles that this can be done with a Custom field and hook.   We do not have the technical expertise on staff to develop this.  Has anyone developed this?   Would anyone be interested in developing a hook for us?
