Ticket Reply via addTicketReply API it does not send CC

I have created a whmcs ticket and add cc of my developer. I am using whmcs addticket reply api. When I add reply to ticket its does not send the reply at my added cc. when admin reply it works fine means it sends email to cc . But when client reply using API it does not send cc
