Order Accept Encountered Problems

I have tryed everything after reinstalling whmcs and tcadmin twice i still get this error

Order Accept Encountered Problems
No results were returned. Check your TCAdmin logs. URL used: http://12.34.56.78:8880/billingapi.aspx1

 

Ip changed for security but you get the drift.

All firewalls turned of to check still same.

Server IP white listed on webhosting still same

 

Please can someone help im lost now
