whmcs + plesk 8.3 not working

I have whmcs 3.51 installed on Plesk 8.2 for Windows and it runs fine. When I installed it on Plesk 8.3, the Client page comes up blank and the Admin center of page is blank. The install worked fine. Also, there are several wrt???.tmp files in the /templates_c folder.

Files in the temporary templates cache folder are normal, you may leave them there or empty that folder contents if you have changed a template on your site and want to see changes reflected. If the client page comes up blank it may be that your server cannot access or write in that folder,even though I am not familiar with how non-Linux servers handle rights.

I already had that line in the config file....problem still exists. I've even reinstalled whmcs several times, but no luck.
