TinyMCE Editor questions (Template plugin, configuration)

We are attempting to utilize the TinyMCE editor within the Network Issues tab, however certain plugins such as Templates are showing as installed, however I cannot seem to access them from the editor or find where in the Admin panel to configure and edit these Templates for employees to use. 

Is there a certain area in which I can configure and test these out?  The document on their site only really discusses utilizing HTML/JSON to create them, but not how to get into the initial area to configure, name and assign.

Is there such a thing like a $client_approved_contacts or a merge field that can be utilized within the Copy To inside of an Email Template to utilize this as a workaround, or if this is an actual fix?
