Enquiry on the Read only Access for support tickets

Dear All,

Im trying to set Read Only Access for support ticketing , from what I understand under Administrator Role ( as per screenshot attached)

Open New Ticket
Delete Ticket

Any option which allow me to set to prevent 1) reply to the customer in the tickets. 2) close the ticket?

I don't think there is a read only option for tickets.
