preventing page display without login

I don't want to let it show pages without login

the codes I used didn't work

this is working

{if $loggedin} 
logged in
{else} 
non-logged-in 
 {/if} 

So it doesn't work

{if $loggedin} 
logged in
{else} 
{include file="$template/login.tpl"}
 {/if} 

does not work in whmcs v.7.8.3

i'd be inclined to use a hook rather than edit the templates...
