have you recently upgraded WHMCS? i'm just wondering if there is any chance this is being caused by an incomplete upgrade.

Is there a safe way to "reinstall" the upgrade?

the usual way would be to get hold of the full download zip for your installed version, and upload the files via ftp / file manager etc - often just reuploading the 'vendor' and/or 'templates' folders will be sufficient... sometimes it needs everything as there are 10k+ files in WHMCS now, and it often only needs one missing/corrupt file to cause an error.

I suppose you're going to tell me that you upgraded via the auto updater and don't have access to the .zip file? 🙂
