Subaccounts unable to login (Login details incorrect. Please try again.)

I created a contact for my client and activated it as a subaccount.  When the contact attempts to login, WHMCS says "Login details incorrect. Please try again." We tried with both the randomly generated passwords from WHMCS as well as setting to a simpler password manually.  All subaccounts for all clients are experiencing the same issue.  

Has anyone seen this before? Is there a setting I'm missing?
