Hello! I am looking for a custom payment gateway system to be incorporated in WHMCS and as an app. Imagine a mix between the app Venmo and Stripe. 

Requirements,

1) Must be able to integrate with whmcs 

2) Users can use the app to transfer money to their friends or to pay bills

... and I will guarantee that no developer here will post a budget publicly - they will each ask you to contact them via their sites and give you a private estimate.
