Custom hooks implementation

Hi,

Newby to whmcs here, 

looking to understand how to add custom hook to whmcs, actually custom codes in general ( custom-style.css, custom-function.php, custom-js.js), should this be inside a specific folder ( such as child theme kind of?) if yes where should that be?

Any help and advice would be highly appreciated.
