Usage billing question

Hello, I am trying to figure out how to set Usage Billing. This is the scenario.

I have 6 different VPS plans. For each plan the client can choose between two different control panels: Interworx (for x price) or cPanel (for y price). I added both in the Configurable Options. I state that the price for the cPanel option allows up to 30 cPanel accounts. 

I am not trying to figure out how to set the Usage Billing if the client adds more than 30 accounts. My provider is not charging me by the account but like this:

The "cPanel Admin Cloud" plan at $x per month allows up to 5 cPanel accounts

The "cPanel Pro Cloud" plan at $y per month allows up to 30 cPanel accounts

The "cPanel Plus Cloud" plan at $z per month allows up to 50 cPanel accounts

The "cPanel Premier Fixed 100" at $n per month allows up to 100 cPanel accounts

So which would be the appropriate method of configuration?
