Question on WHMCS, not sure exactly what it does or is this feasible?

I'm interested in being a reseller of a product. The company that sells it, it looks like they're using WHMCS. (Not sure if WHMCS is a specific product or a guideline). When you get a buyer, you have to create a login account for them to use the product. The company claims there's no automated process.

However, I see another reseller with a similar site as the parent company. They claim to have automated account creation. Do you think they are lying and just setting up accounts really fast? Are they using WHMCS somehow to do the automation? When you try to add their product to your cart, the URL has WHMCS in it, so I'm sure they're using this system. Is it possible WHMCS allows you to allow customers to input a desired username and password, then use that info in another site or WHMCS? Or are they using an automated program or script to take that info from the customer and putting it in the seller's site?
