WHMCS v6 Problem accessing attachment in support ticket

WHMCS Version: 6.3.1

 

I had this problem about 4 years ago when I try to click on a link for an attachment in a support ticket I get redirected to: /dl.php?type=a&id=56&i=0

and shows this error message:

Ticket Attachments cannot be accessed directly. Please try again using the download link provided within the ticket. If you are registered and have an account with us, you can access your tickets from our client area. Otherwise, please use the link to view the ticket which you should have received via email when the ticket was originally opened or last responded to.

 

I have followed previous threads from 2012, checked there are no spaces in any custom files or hooks and still same problem.

 

Anybody suggest what I can do next please to get this working?

Paths checked and are correct.

 

I can access the attachments directory which is not under /public_html/ but in sub directory from the root directory using ftp and download, so file is getting to the right place its just not allowing me to access it from the WHMCS admin area.
