Problem with diacritics starting WHMCS 6.1

I use romanian diacritics in WHMCS 5.x and work perfectly. For that I added $mysql_charset = 'utf-8'; in configuration.php and I convert database in "latin".

When I try to upgrade to WHMCS from v5.3.4 to 6.1 the updater has been blocked to first step. After I comment the line $mysql_charset = 'utf-8'; the upgrade work OK.

Now is OK diacritics in email templates or in tickets but in all pdf invoice I have sign "?" not a discritics.

 

How can I solve this?
