snake
If you order any product/product from the ADMIN area on behalf of a customer, an ORDER is created which then shows up under PENDING orders so that you can accept it and thus set it to active. However this is not the case when ordering ADDONS, no order is created, so if the ADDON is in pending state, then it will stay in pending state indefinitely unless someone notices. This also means that the customer will of course never be charged for the addon, because anything that is in PENDING state does not get billed until it is set to active. I tried to report this to WHMCS support as a bug, but incredibly they say that this is intended and expected behavior. Why they would intentionally want to hide orders and cause them to not be billed, and cause us to lose money is beyond me, I cannot see any logical reason for that. So if you do regularly create orders on behalf of customers, then I would suggest also regularly checking for any service addons which are still in pending state, or you could be losing money.
snake
John Kipling from support confirms "Renewal invoices will not be created if the addon status is left in Pending status." So, the addon will never get billed if it is pending, but you will never know it is pending because no order is created, so will never be able to accept it and activate it (unless you use the workaround above to find pending items), yet they still consider it NOT a BUG and intended behavior to silently and without warning not bother to invoice your customers. This is not the only instance where that situation happens either, All I need now is a browser that doesn't browse the internet and a web server that doesn't serve websites, and our bizzaro hosting business will be complete
