Free domain name. When ordering multiple domains was the cheapest is free

I have a problem with free domain name, and don't know how to solve it

For example I have a package with a free domain name.

I need to when ordering a package system automatically makes the most of cheap domain names chosen by the user free of charge.

 

Client chose 2 domain names (when he/she ordering Package with Free domain name)

exxample.name 6.50EUR

exxample.net 5.50EUR

 

In the basket, I see that exxample.name is free (as comes first in the list, but it is more expensive) and exxample.net - paid (it is cheaper)

I need to be the cheapest name was free.

 

Perhaps this can be solved by regular means, or free / paid plugins.

 

In any case I will be very grateful for a hint to help solve my problem.

.name is linked to the product and that product has the option of free domain name, so whmcs handle it like that.

why don't you offer the cheapest domain TLDs this is the easy way
