Disable Attachments

setup -> general settings -> support -> Allowed File Attachment Types

 

if you empty that box, the client should be unable to upload any attachments... the attachment option will still be visible, but they should all get rejected.

 

if you want to remove the attachment option on the client side, you will likely have to modify one of the support ticket .tpl templates.
