i'd suggest uploading the registrar module files again and then if that fails, enable error display and see if one of the registrars is causing the error.

Can you confirm if the suggestions provided by brian! have helped with your issue. It is helpful for others that may come across this post with the same issue if they know this resolved the problem for you. And if not, then hopefully more solutions can be provided.

I'm leaving this here in case anyone else is having the same problem since it seems to be common.

 

I was having the exact above problem on a new install and tried brian!'s solutions. That didn't work for me but I did turn on "Enable error display" as suggested and learned that it was an "Allowed memory size of xxxxx bytes exhausted error". After going to my server and configuring php memory limit my domain configuration page was working again.
