Damo
Is it happening on all order? This part [uri] => http://myserverinfo:2199/api.php [timed_out] => [blocked] => 1 makes me think it's related to a module create being run. i.e. setting up a hosting package. On the order accept screen are you seeing the check boxes to run the associated module? I'm not familiar with what system uses port 2199 but you should check that your firewall isn't getting in the way either. Basing that on a positive indicator for [blocked] (That's just a guess)
topmandw
the 2199 is a centovacast port i'm running a streaming server, it was working fine with 5.2.1.6 and once the update was done thats when i started having these issue and i do agree its with running the module and its on all orders no firewall or anything is really blocking anything which is why i'm a bit confused as to why its happening
Damo
Who created the module for centovacast? I'd be checking with the author to see if there's an update for it.

DJFireCFH
I know this is a bit old here, but I was wondering if you are still having this problem? We have just recently ran into this issue as well.. (Also for Centova Cast). When creating hosting accounts it runs through with no problems... But gives that same error when setting up a Centova account. We are using the most recent update... 5.3.7
