Admin reply on support ticket, can't send with attachment

Before I submit a support ticket to WHMCS and/or report it as a possible bug, I thought I'd check to see if anyone else is experiencing an issue with support ticket attachments on v5.1.12. Yes, I know, we plan to upgrade to 5.2 in a few weeks.

1. Clients are unable to re-download an attachments they had previously uploaded to a support ticket. I'll admit it's an oddball scenario, but it's been used and worked before. The attachments are in the attachment directory, and as an admin I can see and download them just fine.

2. As an admin replying to a support ticket, I can no longer send an attachment (something that's worked just fine in the past and been used frequently). The attachment is a .zip, only 34MB (way below the upload_max_filesize of 500MB), and .zip attachments are allowed in the WHMCS config (General Settings -> Support).

Not meaning to point fingers, I can only say that support ticket attachments worked fine before the last round of security patches, and this feature has worked after the last time PHP was upgrade (8/24/13), so I doubt it's a PHP issue.

Is anyone else having this issue/issues?
