An upgrade of the database and files must be done separately to ensure everything will work in accordance with the files. To plainly answer, as it's currently in progress it would be done in a separate request. But yeah they must be dealing with loads, I guess the distributor program would also be causing higher tickets about billing migration etc... Due to the details in the ticket, I recommend that communications be held solely through the ticket system.
