Encoding is broken and API calls fail - which files to reupload from clean install?

Due to some admin work done on my WHMCS install, all the API calls are sent in the wrong encoding and fail. This affects different APIs, and they all complain about wrong/illegal character encoding.

 

It's been 2 days without a reply from WHMCS, so maybe someone here can help me.

 

Do you have any idea which files I should reupload from 5.1.3 that might have something to do with this?

 

I know changes were made affecting this because it was mentioned in the bug solving, but it turned out to be something else entirely. It doesn't look like my database's encoding or collating has been changed though.
