Receiving emails for orders

Is there a way to setup receiving emails for new orders, even if they have not successfully completed payment (i.e. partially completed sign up). This way the order can be tracked down and customer contacted as to find out why their order was not completed. I have found on several occasions that payment has not been picked up correctly by PayPal or 2CO so it would be a useful feature.
