I'm a beginner with Web Design...

I have a friend with WHMCS installed on his site. The friend designed it himself and it's pretty hideous. I saw the site and offered to help him with the design, thinking that it was just a more or less standard static site -- I can do static, I know html and css, but no much more than that. He then told me that it runs with WHMCS and that I should look into that before I try to help him change anything.

 

He's assured me that his site is pretty much static and that I can have access to the css and html involved in the site, but he insists that the WHMCS platform is too complicated for me.

 

So, I guess my questions are these:

 

Can I do HTML and CSS restyling of a static WHMCS site with just knowledge of HTML and CSS?

Can I (and how do I) download and install his site onto my own computer on a local test server -- XAMP or WAMP?

1. Best to check the documentation regarding customization. WHMCS isn't a static site. http://docs.whmcs.com/

2. You can't have the site on a local computer without a developers license. Contact WHMCS via a ticket to enquire about that.
