ä, ö, ü, in domainname

In Switzerland and probably also in other country you can register a domain with ä ö ü in domainname.

Unfortunately when a customer orders a domain with ä ö ü in domain with tld .com he can, but .com does not allowed ä, ö, ü. When i do a whois check, lets say märry.com it say this domain is possible to register and when i order it through whmcs and submit it to enom he registred a domain marry.com if the domain would be free.

How can that be solved?

i would like to set .ch and .li domains allow ä, ö, ü and the other domains to not allow ä, ö, ü.
