Flagged Tickets

I am wondering if anyone knows why when you turn off the ability to view flagged tickets in the support area (which I think is a good feature, why is it that the people that the ticket is NOT flagged to also get the email updates?

 

I do want email updates to go through, but not for a ticket that is not flagged to that person..

 

Any thoughts?
