Australian domains can be transferred for free with no renewal. WHMCS can't do this?

For .com.au (and other Australian domains), transfers between registrars are free and do not require an extension of the registration period. If they are within 90 days of expiry, then they must have their registration extended as part of the transfer.

This is a fairly complicated logic for automating transfers and I do not believe that WHMCS can be setup to do this.

At least that is what tech-support said in response to the ticket I raised for it.

Surely there are some Australian registrars out there that are using WHMCS. Is there a solution?

No they don't. There's no requirement at all like that for .au domains. You can transfer it the day before it expires and then choose to renew it or not with the gaining registrar. If it's being imposed by a registrar then it's being done at their own discretion.

We have a zero dollar transfer cost setup and only charge the renewal when it's due.

That's required no additional setup or changes to WHMCS.

Check out http://www.auda.org.au/policies/auda-2003-03/

6.3 If the transfer takes place within the 90 day renewal period, and the registrant chooses to renew their domain name at the same time as transferring it to the gaining registrar, then the gaining registrar may charge a renewal fee. If the transfer takes place outside the 90 day renewal period, the gaining registrar must advise the registrant that the domain name cannot be renewed until 90 days before expiry.
