They are created when someone accesses the related page on the server that uses that template, not when you create the template. They also don't "need" deletion unless you've edited a template and don't see the changes. They are cached files created by the system to speed up page loads - not junk. As Bear stated, they are created the first time a page is viewed. Then the system servers that "cached" page to speed up viewing. They do not need deleting or maintaining. If you are working on your template files, you may not see your changes take effect. That is because your site is serving data from the cache folder - templates_c.
