I am having users from India complaining that when they try to input a Credit Card via the offline terminal, it tells them that the card info is incorrect. Any ideas why?

I really believe you should be able to put in another email to were all Cron Notifications get sent to. It is really a annoyance having your email spammed every couple minutes.

I cant remember were I seen it but there is a script out there that will import all the Enom or Reseller Club users automatically.

Its just a bunch of junk files there that are made every time you edit a template. Just delete the containing files every few weeks.
