We are using FraudLabs Pro instead of Maxmind. It has rules that we can configured and we usually set the payment type "Paypal" and Bitcoin to always passed because the risk level is low.

I have a free solution. First, you install and sign up for the FraudLabs Pro from marketplace. Then, you configure the rules to approve orders from a list of countries and then reject others. In this case, your order will be screened for fraud and country filtering.
