FWIW I had the same issue and realized I dropped the hot fix file into the root folder and not the admin folder. Replacing the file in the root folder with the original and putting the hot fix in the admin folder fixed it.

Is this project still active? The link on http://www.whmcs.com/members/communityaddons.php?action=viewmod&id=168 doesn't seems to only point to hosting. -
I have the same exact issue with the dbconnect.php on line 0. No file called licensefunctions.php either. It's a bit annoying and have yet to find a fix.
