   WHMCS-21701 UK VAT Number Validation API Shutdown

   HMRC shutdown the Check a UK VAT number API v1 on 17 February 2025. This API is used by WHMCS to validate VAT numbers supplied by UK businesses.
   As a result of the service shutdown, UK VAT numbers are reported as not valid.
    
   The attached hotfix adds a new setting for managing UK VAT numbers,  labelled "UK VAT Validation Mode" and is located on the Configuration > System Settings > Tax Configuration > VAT Settings tab.

2. WHMCS-21375 Part-Paid invoices overcharged via PayPal Payments

   An issue has been identified in the 8.11.2 release, published on 3rd October 2024, that causes clients paying invoices via the PayPal Payments gateway to be charged the full invoice subtotal when paying a part-paid invoice, instead of the balance.

3. MODULE-8143 GoCardless EUR Payments

   Due to an unexpected change in the GoCardless API, clients will encounter an error when paying an invoice with the EUR currency:
   One of your parameters was incorrectly typed - scheme "sepa" is not a valid value. Must be one of [ach, autogiro, bacs, becs, becs_nz, betalingsservice, pad, sepa_core, ]. This will affect all versions of WHMCS.

4. CORE-19688 Refund Transaction Timestamps
