[FIXED] Email redirects don't create tickets

We often redirect emails that come in from clients to the support address (pipe). That way it would create a ticket that looks like it came from directly from the client. This has worked with all of our other email based support systems; however it doesn't appear to work with whmcs. The Support Ticket Mail Import Log shows a 'Department Not Found' message and there is no 'To' address listed.
