not sending welcome email automatically when account is acti

Hi,

 

I have set one of product/service to

"Automatically create the account when you manually accept a pending order"

 

so this mean package need to be activate manually. It works fine, however, when I activate account it does not send welcome email to client.. is this because of this setting? I always have to send it manually... is there any other way to fix this?
