lets say an account becomes past due... I would suspend the account and it will generate only one invoice... when the invoice is paid, the account is un-suspended.

OR

lets say an account becomes past due and I am the type of company who does not suspend clients for six months after missed payment... in that case, I would have 6 un-paid invoices waiting for that client. This would be because he actually received services for six months, so he has six months worth of invoices to pay before I unsuspend his account.

so... I think the amount of invoices that get generated should depend on how long before you actually SUSPEND the account. invoices should only get created for services rendered. if the account is suspended, no more invoices should be created. only continue to create invoices for 'active' accounts, past due or not.

I think this issue becomes more important, the larger your customer base is. Once you have 50, 100 or more customers, it becomes more and more difficult to remain "on top" of each and every situation where a customer is past due. This is why automated processes are so crucial and why the host needs to trust that customers are being billed when they shoud be.
