sparky
hope you have a backup of your old system!! you need to use the $cc_encryption_hash from your old install to fix your passwords (its in configuration.php)

Jordan
I had this same problem when I moved my whmcs location and uploaded SQL file via phpymadmin; All password fields had characters that were like that. I ended up just spending time clearing through the entire lot. Took a few hours, but cleaned up all my accounts in the process :3
Stream101
If you open the configuration.php file of the OLD install, and past the encryption hash of the NEW install (also configuration.php) that should work.
