Depending on what type of server OS and CP you have WHMCS sometimes require you to enter the HASH KEY and ROOT Password if you have that access an it's not a reseller account. I operate over 400 servers and some of them have different OS & CP's for the different type of service we offer and for some I was required to enter both values to get WHMCS to create accounts correctly.
