[NOT A BUG] CSR Submission Problem - GeoTrust True BusinessID with EV

Customers can purchase a GeoTrust True BusinessID with EV from my site via WHMCS but when they try to submit the CSR it returns the following error:

 

An error occurred in communicating with the GeoTrust API: [code: -2019] [MESSAGE: The state/province submitted is not valid for the country submitted.

 

I tried configuring it myself. I tried creating the CSR using the state Pennsylvania and PA but still the error occurs both ways.

 

I was able to submit the CSR by logging in directly to my enom account.

 

We can submit CSRs for other certificates such as the RapidSSL Certificate without any problems. The problem occurs when trying to submit the CSR for GeoTrust True BusinessID with EV
