Image Attachment not showing

When a customer uploads an image attachment with a support ticket, such as .jpg, I just get a blank page or a connection error when trying to view it. Anyone know what would cause this?

 

Running IIS6 and WHMCS v4. Tried adding a MIME type but doesn't seem to help. The attachment is correctly uploaded and viewable as I'm seeing it as a physical file on the file system.
