Promotion Code/Coupon failure

I have a coupon set up

 

100% ,

non recurring,

monthly cycle option,

plan highlighted,

no exp date,

unlimited use,

apply once per order,

apply to new sign ups only,

Apply only once per client globally.

 

but when a client orders this and uses the code, all they get is "You must have an active product/service to use this code"

Sounds like you have "Apply to existing clients only." also ticked

value: 100% ,

Cycles: monthly

Applies too: eBay Special Plans: Ultimate eBay Reseller

Expiration Date: Blank

Apply Once: Checked (Apply only once per order)

New Signups: Checked (Apply to new signups only)

Apply Once / Client: Checked (Apply only once per client globally.)

Existing Client: UNCHECKED (Apply to existing clients only.)

Hmm it *might* be the apply once per client option?

My WHMCS is being very weird keeps suspending people it shouldn't be :'(
