[NOT A BUG] Disable Fraud Check for Existing Clients not Working

Even with the option ticked to allow existing clients to bypass fraud checks, one of my clients, who is on holiday at the moment, ordered a domain name and was flagged as fraud.

 

He already has an existing domain, no hosting though, in his account.

The check is for an active order - if the user already has at least 1 active order the fraud check would be skipped if the option is enabled, this ensures an admin has reviewed at least 1 order from this customer and accepted it. It doesn't use products/domains as they can auto activate.
